The Failure of the 28-Point Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the announcement of a new comprehensive peace framework for ending the war appeared – temporarily – to have been stabilised. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of rocket attacks on Kyiv.

The Cycle of Peace Talks and Military Action

The chain of conflicting incidents captured the grim essence of the current period. By day, diplomatic battles are fought: optimistic declarations are issued from various governments. Considerable effort is allocated on managing particular approaches. By night, Moscow clearly shows the world that, for them, military action persists as the main instrument for achieving "peace".

Nighttime Reality

As Russia's attack unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was exposed. Ukraine is equipped to monitor missile launches from Russian territory, a capability provided through current data. From vantage locations, Ukrainian air force fighter jets that had been deployed to intercept incoming guided weapons streaked across the sky – modern combat jets delivered to Ukraine by European allies.

Soon thereafter, Kyiv's missile defense thundered: several firings fired to intercept a incoming threat. This was a modern interception technology at work, probably supplied through partner states. Every launch shakes the surroundings, rattling buildings. The brief panic quickly becomes resigned acknowledgment: maybe the approaching threat won't strike its target this time, preventing destruction from ruin and another blackout.

Persistent Threats

Not long after, a large-caliber weapon engaged a drone close by, part of a defensive team – probably allied-provided weaponry. Sadly, the bullets missed the enemy aircraft – it pressed on overhead toward its target.

Periodically, this carried on until dawn. Kyiv faced the daybreak reports: several casualties, devastation and utility failures in multiple buildings as a result of the evening attack. As always, everyone still went about their day – living the war. But those entire period illustrated Ukraine's essential dependence on international aid – a need that European nations are demonstrably unable to substitute in the near term.

Ineffective Peace Efforts

The detailed framework from American leadership provoked deep reactions, controversy and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.

Every new proposal from US leadership unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually achieve victory. This trend will, no doubt, continue.

Political Considerations

It is convenient to criticize particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. Washington operates on a premise familiar among seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The American government presumes that it is impossible to force Russia to surrender the territory that it currently occupies in Ukraine's occupied territories.

The challenge is that while accepting these circumstances, Washington does minimal to deter Moscow, through statements or actions, from thinking that the current condition will not shift further in its benefit in the near future.

Conflicting Perspectives

Therefore, Moscow is certain that time is on his side – that Ukraine and its allies are coming close to fatigue. Their incentive to accept conditions that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leadership remains highly assured in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding people and territory but averting a total frontline collapse until conditions improve in its benefit.

Present Conditions

Realistically, there are no genuine requirements for a armistice. Now, subjective factors are becoming relevant: personal goals to mediate resolution and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unsuitable, so that their attention does not shift toward internal issues. And although their mission will now be considerably more difficult after recent developments, it remains quite doubtful that this will change their overall approach.

These opposing factors are influencing discussions.

Summary and Prospects

It took a only one week to kill the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, current information leaks, all served their function.

While new initiatives based on established approaches are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and reflect specific hesitation to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, mainly require continued Western support.
